Gentlemen and Leaders, last year was about Laying the Groundwork. We cleared the land, dug the trenches, and poured the foundation. It was dirty, necessary work. But you cannot live on a foundation alone; you must build upon it.

This year, 2026, is about Laying the Pillars. We are going vertical. We are building the structure that will hold the weight of our mission for years to come. However, to build higher, we must travel lighter. Our theme for 2026 is "A Year of Living Simply." This is not a retreat; it is a strategic refinement. We are uncluttering our operations to ensure every ounce of energy makes room for the King.


The "Why": The Weight of +/- 2,900 Rules

Why simplicity? As we have analyzed the landscape of modern faith and life, we see a staggering mountain of complexity. Depending on who you talk to, the exact counts may vary, but the sheer weight of the burden is undeniable.


A believer today is often trying to manage +/- 2,900 individual rules. The breakdown of this burden is overwhelming:

  • +/- 613 Old Testament Laws.

  • +/- 1,050 New Testament Commands.

  • 44+ Modern "Church" Rules (Man-made traditions).

  • Plus Government Laws: We must not forget the ever-growing list of civic and government regulations we must navigate daily.


When the numbers get that big, the soul gets tired. If we try to fix 2,900 things at once, we end up fixing nothing. We cannot ask the families we serve—or our own staff—to climb this mountain alone. Therefore, we are stripping away the "man-made traditions" to focus on the simplicity of the Gospel.


The Mandate: Direct Responsibility & Expanded Scope

In uncluttering our mission, we are returning to the biblical model of responsibility, which we call The Feeding 5,000 Principle.

The Expanded Mission: Our goal is to help not only folks in the jail system and their families, but anyone who needs help.

Why the Expansion? Because we live in an age of religious burnout, not action. People are tired of hearing words without seeing works. Jesus showed actions by feeding and healing first, and then they followed. It’s that simple. We need to get back to the basics of honest prayer and sincere love.


The Action Plan: When the multitude was hungry, Jesus did not send them to the Romans (the government) for help. Today, we often default to sending people to the government for aid, but Jesus took care of it Himself. He commanded His disciples, "Give ye them to eat".


  • Our Action: We show love through direct action, like paying for a stranger’s groceries.

  • Our Attitude: We do this and then simply walk away, without needing the credit or the applause of men.

This year, we are doing things differently. We have a year's worth of data and knowledge, but a conversation on Christmas changed the trajectory of 2026.


I was speaking to my father (75 years old), showing him our 2025 statistics—the salvation numbers, discipleship metrics, Facebook views, downloads, and podcast listeners. I was proud of the scale. He looked at me and said, "Davy, those numbers are fantastic. But how many people did you help without being noticed? How many roofs did you fix? How many fences did you put up? How many groceries did you buy?" I replied, "Dad, they have government programs for that." He corrected me immediately. "You are right, and that is helpful. But when Jesus sat down with 5,000 people to feed them, did He send them off to the Romans (the Government)? No. He fed them. He wanted them to see the Power of the Heavenly Father." I got "schooled" by my 75-year-old dad. He reminded me: Keep it simple. Love them just like Jesus did. Based on that wisdom, we are going to do both "digital reach" and the "tangible touch."

  • The Decision: Therefore, for 2026, I have decided to shift our strategy. Instead of teaching in the jail, I will ship and distribute the books directly to inmates. This allows them to study effectively on their own time.

  • New Resource Development: I am currently in the planning phase of writing a new Discipleship Book tailored specifically to the unique struggles of inmates and their families. It is called "The Simple Life Discipleship Guide: Building Strong Roots for Your Life in Christ."

Camp Growth is moving forward aggressively. We are treating this as a military-grade operation with monthly meetings to ensure we hit every target threshold.


Financial Strategy: The Scholarship Model. We are not relying solely on general funds. We are securing specific scholarships to cover camp space, insurance, and activities.


  • Secured: We have been approved for $600 in scholarships per child.

  • In Progress: I have a scheduled meeting in February with another organization to secure an additional $ 800-per-child scholarship.

  • Fundraising: We have 3 specific fundraisers scheduled between now and Camp to bridge any gaps.


Operational Readiness

  • Curriculum Complete: I have personally completed all the Lessons, Graphwork, Badges, and Songs. The content is ready.

  • Volunteers: We have 3 confirmed couples flying in from out of state to assist. They come highly recommended with deep experience working with children.


The "Search & Rescue" Challenge (Data vs. Reality). We begin contacting families in February.

  • The Database: We have identified 250 children in Butte County and 841 in Sacramento County.

  • The Reality Check: While the numbers look high, we are managing expectations. This demographic is highly transient; they move often. I have been advised that for every 25 contacts we make, we may secure only 5 campers.

The Financial Challenge: The "Missing Money" Mystery

To ensure we stand on solid ground, we must address a potential red flag often found in startup non-profits.

The Scenario: Imagine an auditor looks at our organization's history. They see we hosted a groundbreaking event, printed books, or launched a website—activities that clearly incurred costs. Yet, looking at the bank statements from that same month, the account might show a zero balance.

The Auditor’s Question: "How did you pay for this?"

The Risk: If the books do not officially list "Founder Donated Capital," an auditor might suspect we are hiding illegal income or using "off-the-books" money to fund operations.

The Fix: We must record exactly what was donated to cover these expenses. This provides a clear, legal answer to the question of where the funding came from.


🏛️ The Regulatory Reality

1. The Role of IRS Form 990 & The e-Postcard Documentation is essential for our annual tax filings.

  • The Threshold: Because our organization's gross receipts are currently Under $50,000, we are eligible to file the Form 990-N (e-Postcard).

  • The Necessity: Even though the e-Postcard is a simplified filing, we must be able to back it up. We need to fill it out truthfully. If we are ever questioned, our internal records must prove that our operations were funded by legitimate internal contributions (Founder Donations) rather than undisclosed income.


2. Important Legal Distinction It is vital to state that while our mission is spiritual, legally we are a Non-Profit Organization, not a Church.

  • Why this matters: Non-Profit Organizations are subject to specific and rigorous IRS regulations regarding financial transparency that churches are sometimes exempt from.

  • The Action: To protect our tax-exempt status, we must strictly document the separation between personal funds and organizational assets.

I am choosing Founder Option 3: The Donation Method. I will file the necessary "Statement of Contributed Capital" to record these funds as a permanent gift. New Account Established. The Treasurer and I have officially opened an organizational bank account with Chase under the name CA Jail Outreach.

  • Context: This step was taken after receiving a significant donation, necessitating a formal repository for the funds.

Interim Financial Governance To ensure absolute integrity during this startup phase, the Treasurer and I have agreed to and implemented Interim Financial Governance Documents.

  • The "Frozen Funds" Policy: Currently, all deposits and future deposits are frozen.

  • The Strategic Goal: Our number one goal right now is to gather and secure all donations specifically for Camp Growth. We are accumulating resources, not spending them.

    • We are officially designating 2026 as "A Year of Living Simply." We are keeping our overhead low and our discipline high. By keeping operations simple—using manual ledgers and volunteer power—we ensure every dollar is protected.

    • The Pillar Phase: While living simply, we are doing heavy work. We are setting the upright pillars that will hold this ministry for decades: launching Camp Growth, securing our first grants, and establishing our integrity.

  • 2027: The Building Phase (Future)

    • With the pillars secure, we begin framing the house next year. This will be the season of expansion. We will look to acquire assets such as our ministry vehicle, hire administrative support, and expand our reach.


The Milestone Activation Calendar. To ensure strict accountability, I am presenting the "Milestone Activation Calendar" (February 2026). This document outlines the financial milestones we must meet to activate specific organizational tools. We do not spend based on anticipation; we spend based on realization.
